Brexit means BrexitPremier League clubs will be obliged to ensure that at least half of their first-team squads are made up of “homegrown” players under drastic plans put forward by the FA to deal with Brexit. The proposal, which would reduce the number of overseas players in each 25-man squad to 12, will be put to the 20 clubs this week.

Tada reikia šito tikėtis, bet vargu ar UEFA užteks kiaušiukų, įvest tokius apribojimus:
EDIT: nors ir šitam variante galima rast panašius loophole. Matyt tik patys klubai susivieniję, gali kažką padaryt dėl problemų su agentais, bet visada atsiras viena skitas durnelis, kuris ims ir sumokės neproporcingą sumą ir vėl viskas trukt už vadžių, vėl iš pradžių."UEFA is considering a cap on fees to player agents, whom they believe are "disproportionately'' well paid and whose quality of work is dropping.
UEFA's Professional Football Strategy Group, which consists of the main stakeholders in European football, discussed a range of new initiatives at a summit in Nyon, Switzerland, on Tuesday.
The topic of agent fees, back in the spotlight following Alexis Sanchez's move from Arsenal to Manchester United, was high on the agenda while Financial Fair Play, squad size limits, and a "transfer tax" were also examined.
Sanchez's representative Fernando Felicevich received a reported £15 million for his part in the Chile international's transfer to Old Trafford, which was formally announced on Monday.
Paul Pogba's agent Mino Raiola was also said to have been paid £24m for brokering the midfielder's £89m move from Juventus to Manchester United in 2016.
A statement from UEFA read: "The PFSC endorsed a joint position on football agents/intermediaries, which is designed to shape policy change in this regard by potentially adding a cap on fees, introducing more transparency/accountability, and appropriate sanctions in case of infringement of the rules."
UEFA president Aleksander Ceferin told The Telegraph on Monday that clubs have told them they have been held "hostage" by agents.
Ceferin said the clubs say agents "come and they say, 'Look, you will pay me 50 percent of the transfer or the player goes somewhere else.' Or, 'You will buy him but you will buy also him and him and him, who you don't want but you will pay the commission and you will take them.'"
Citing the risk of "economic exploitation of young players, fraud, corruption, and money laundering," UEFA said European lawmakers can help address illegal practices.
UEFA said FIFA's attempts in 2015 to reform monitoring of agents and intermediaries "failed to address serious concerns." Clubs and players now get poorer service, the governing body said, while more agents working in the industry have driven demand to recruit even younger players.
Ceferin told the Telegraph that FIFA was "absolutely wrong" to have deregulated agents, adding: "We should have a cap, how much a club can pay [an agent]. If the player is stupid enough to pay by himself then we can't stop that."

Premier League 2018/19
The Premier League’s top footballers could soon be forced to pay their own agents – rather than rely on their clubs to pay them – in what is set to be the most radical changes to the way football agents work in England.
League chiefs meet on Thursday to consider changing the onus of responsibility for payment from clubs to players. While the move is likely to prompt demands for higher player wages, the clubs believe the move will curb the spiralling fees that some representatives are demanding.
Last year, football intermediaries earned more than £220m in fees paid by clubs in England and Wales. If the changes are adopted, deals like Paul Pogba's move from Juventus to Manchester United - where super agent Mino Raiola pocketed a reported £41m in fees from both clubs - would see Pogba paying his agent, rather than the clubs.
A Premier League's working group has consulted a number of top employment lawyers in the hope their plans will survive the expected legal challenges they will face when reducing an intermediary's earning potential.
Thursday's meeting will decide whether to adopt the series of radical proposals - or whether to work alongside FIFA who are also considering changes to the present system.*
The proposals also include the re-introduction of an "exam" for all agents, to see if they are suitably qualified to act as an intermediary.
They will also be required to do all business through a UK bank account, and will be required to provide an annual statement of business to the FA.
Crucially, if agreed, all agents fees will be paid over the course of a player's contract - avoiding the payment of lump sums to agents on completion of a transfer or new contract. The aim is to reduce the number of players looking for regular transfers and dissuade less reputable agents from moving their players on as early as possible.
The final recommendation would see the end of agents representing both a player and a club during a transfer. 'Dual representation' was previously illegal in England but was allowed when FIFA deregulated the way agents operate in 2015. It is estimated that the same agent acts for the club and the player in around 60% of transfers and contract negotiations.
Having washed its hands of licensing and policing agents in 2015, FIFA now looks set to reverse its decision with a series of new initiatives, including putting a 5 per cent cap on all agent fees.

Aš kaip VAR šalininkas, jau nuo pirmo turo ilgiuosi VAR. Šitoj sritį laukia ilgas sezonas. EPL ir FA stipriai "užtrumpino" nuspręsdami, kad jiems VAR dar nereikia.
